A Research On The Performance Appraisal Of Maritime Safety Expenditure Budget

Under the public financial system, the performance appraisal of maritime safety expenditure is indirect mean and method of management and supervision, by which the government manages the public disbursement in a way of conforming to the convention of marketing economy country, and it is objective requirement for perfecting the public finance, especially for deepening the reform of departmental budget and strengthening benefit idea of disbursement and the consciousness of responsibility. It is also an efficient path to raise the efficiency of maritime safety disbursement, to allocate the public finance resources reasonably. This thesis takes the theory of economic responsibility for entrustment and the principles of "3E" as its foundation, and adopts the method of main body classification and the disbursement function classification, to design the indicator system frame of achievements evaluating of marine safety expenditure budget. By carrying the empirical analysis to the marine safety expenditure, this thesis also conducts the research to the effectiveness and the feasibility of indicator system for performance appraisal of maritime safety expenditure budget.With the development of the shipping industry, our country has established more and more vessel traffic service (VTS) in ports. Its functions are: ensuring safety of navigation of vessels, improving the efficiency of vessel navigation and prohibiting the pollution of circumstances. But in China, the VTS is a social project in sense of governmental finance, so we give too much importance on VTS management while give less one on how to improve its profit. As a result, the functions of VTS are not fully developed, the profit are very low, especially, the scope of some VTS are not reasonable because of its blindly investment; it caused a large plenty of resources consumed, so as to lose many economic profits seriously. So through the performance appraisement of the vessel traffic service in maritime institution, it will promote the transportation safe, and increase the transportation efficiency. It is shown that this method is more useful for reference for running and establishing VTS in the future. So the thesis's conclusions have significantly theoretical and practical value.The paper includes five chapters altogether. Chapter one prolegomenon is to introduce research context, meaning, subject source and content, related concepts marine security expenses, and etc.; Chapter two is to make a literature review of the performance appraisement of the Maritime Safety Expenditure Budget. Chapter three establishes the performance appraisement system. In chapter four, the thesis applies factor analysis to analyze the performance of the 10 maritime institutions empirically. The last chapter is the conclusion part and summarizes the result of the factor analysis, proposes suggestions for the performance appraisement.
