The convention that {the standard international convention of seaman's training, certification and watching) (abbreviate with STCW78/95) has been revised in 1995. In the new version, the identification of the students' motivation was added. It request that they should be believed that they have boasted the conrresponding ability before they go aboard to work. That is to say, as a seaman, they should accept systematic and professional education and training to strengthen the actual skills.In order to implementing new request of the international convention, china has promulgated and implemented 《Examination, Evaluation and Certification Rule of seaman's competence of People's Republic of China》 .It regulate that a seaman with the occupation of far-sailing should obtain the theoretical test qualification by attending assemble of competence test, except theoretical test to get the certification that granted by the supervisor authority. The main method of assemble competence is asking, operating on the machine, drawing on maritime map, simulating on the emulator and so on. In this way, the judge check up the comprehensive and actual ability of the seaman.The remarkable achievements and performance have taken place since implementing the assemble of competence .With the deep development of evaluating, accumulation of the evaluating experience and the feedback of evaluating information, the author believe that there are many flaws in the system of assemble of competence, and the author persist on that these defects have hampered seriously the normal evaluating work and influenced the performance and quality of evaluating. Through the investigation of the examinators, the inspectors, judge and seaman, as an example of assemble of competence for the chief mate on deck ,the author explain and analyse impersonally the existing main problems of the assemble of competence, finding out the factors of influence of evaluating quality and performance. At last , the author construct a fuzzy comprehensive evaluating model of assemble of competence.
