Structural doctrine which proposed in middle period of 1960 times and affected the world think that any objective research object all have complicated hierarchical structure, and reflect and state subjectively which people involve to object must possess the corresponding hierarchical structure. Such structural mode possesses certain regularity, which can sum up the intricate phenomenon as the association of the elementary cell. In the analysis of the problem, we should have a whole starting from the first, and research its internal laws by finding its structure.Highways network of the city group possesses the structural characteristic too. It could give play to the highways network effectively only the order that all the elements of highways network ,which contact each other in the internal ,shape a rational and stable form. The highways network includes in two major key elements --towns and highway, in this paper, roads and towns comprise to the network system of Road and town, judging from the economic point of view, I analyze adaptability between the size structure, the development pace of the highways network and city group economic development ; Based on accumulation and diffusion effect, I analysis the function structure of city group highway network;Using the traffic location theory and fractal theory, I analyze adaptability between layout of the highways network and the traffic location line and town layout of city group; At the same time, I introduct the Gini Coefficient and Lorentzian curve on the highway network internal balance of the analysis .Based on the above research, I advance the basic content of highways network structure-adaptive assessment of city group, in accordance with the requirements and purpose of evaluation, I get the evaluation index and construct evaluation index system on the premise of feasibility and easy maneuverability, and evaluation model using AHP and grey correlation method, and evaluate the adaptability of the highways network structure in case of guan zhong city group.
