With the development of the national economy, energy consumption has been increasing. In China's railway system, energy consumption of rail transport costs about 20 per cent of the total transport expenditure,and the fuel consumption of diesel locomotive is the main part of the transportation cost in railway system. In order to improve fuel efficiency and reduce waste, high-precision measuring equipment urgently needed to be achieved. In this paper, the real-time oil consumption measuring equipment in diesel locomotives can readily get available fuel consumption of the diesel engine with accurate measurement and simple operation, and it has the advantages of high-precision, high- reliability,high-convenience features.The difficulty of oil consumption metering in the diesel locomotive consists in relatively larger flux but little consumption , the typical "large flowrate small consumption" measure. This needs not only to measure oil flowrate accurately in two pipelines, but also to measure the oil consumption based on flux margin method with higher precision. It is more scientific that the flow-meter is calibrated in narrow-range near the actual flowing.A lot of experiments have been done using the method of weight balance with standard experimental equipment of water flow,and the data indicate that linearity and repetitiveness of the turbine meter is better under narrow-range than under wide-range. The return oil flowing equals to enter oil flowing when the fuel pump works but no oil consumption.According to this principle,the project is designed to adjust meter factor and the equipment's measurement precision is improved.The real-time oil measuring equipment must has strong anti-jamming capability on account of complex electromagnetic environment in diesel locomotives. In accordance with the GJB/Z 299B-98(Reliability prediction handbook for electronic equipment),the failure analysis of key component's,such as resistors, capacitors, optocoupler and so on,is done.The equipment's reliability is improved when the project design takes derating of component.The quadruplicate redundant code design is adopted in software system.It can backup key data and save itself even if the data in memory are destroyed.The design of one key restoring meter factor is convenient for worker'control and maintenance .
