Since Shanghai's reform and opening-up 30 years ago, road construction has made prominent achievements, and by the end of 2006, the total mileage of roads in Shanghai has reached 14,619 kilometers. As a matter of public share, roads are basic factors that guarantee a city to operate properly and develop further, therefore the construction and management of the roads are crucial responsibilities of the government. With the rapid growth of Shanghai's traffic flow, there comes the increasing pressure on the roads. As a result of slow traffic and traffic congestion caused by the shortage of road facilities, lots of inconvenience has occurred to the general public, so has increased the cost of industrial production and daily life.This paper holds that in order to solve the contradiction between the city's traffic problem and road development. On one hand, it is necessary to continue to speed up road construction, so as to achieve the goal of incremental facilities. On the other hand, it is an urgent request to rely on modern management concepts and information technology to improve the road management, management efficiency and give full play to the efficiency of the existing roads resource and effectiveness, so as to improve public service and increase the capacity for social and urban public transport.Based on public management theory, theory of public goods and management process reconstruction, this paper puts forward the general concept, structure and detailed content of implementation of road grid management in Shanghai. By adopting the optimization of management processes and integrating resource management, the implementation of government power and administrative efficiency is to be enhanced, and Shanghai, as an international metropolitan, its modernization management can also hence be improved.It is the first time that such advanced management concept as road grid management applies to the road management in Shanghai. And thus this paper can also work as a good reference for other cities in the terms of the road management.With the implementation of the road grid management in Shanghai, an integrated digital system and a platform covering all roads in Shanghai, including the whole process of management, on 24/7 base, come into form. It can provide government's public management and public service with a multi-functional, all-comprehensive coverage digital management of public resources and public management products. As a result, what this paper studies also offers great significance to the digitalization of urban constructions in Shanghai.Paper includes four parts:The first part indicates the research background, the main purpose of this paper, and the theoretical and practical value. It also defines certain concepts, clarifies all the related research results, and explains the ways adopted for the research and the structure applied.The second part: based on the study of the growth of road facility, the demand for transport development and operation of the management system, problems are pointed out from the concept of management, the management chain, management method, administration and management supervision, and the caused are also analyzed.The third part: based on the public management theory, theory of public goods and management of process reconstruction, it make clear one key issue that Shanghai road grid management of the overall idea is to change management concepts, put the management object into more details, reconstruct the process of the management, innovate the management mode, so as to achieve the increase in the road management efficiency.The fourth part studies the whole framework and specific content of the road grid management. Through the description of the management framework, platform and network, it focus on clarifying the management object, management unit, management processes and management mechanism.
