| Water resources is the necessary material foundation of the human being's survival and social development, and the important guarantee of sustainable development. With the population growth, the social economic development, and the people's living standards improvement, the demand for water resources is also increased enormously both on the quantity or quality. Many countries have been in trouble of the shortage of water resources, because of some erroneous understanding in the past and unreasonable development and utilization for water resources. In China, the shortage of water resources has become the bottleneck seriously hamper the economic and social development in many areas, which influence directly the economic social sustainable development. Therefore, the study on the optimizing allocation of regional water resources is of great significance to the harmonious development of society, economy, resources and environment.Based on reading extensive literature, summing up the predecessors'research results, the optimizing allocation and model construction for the water resources are explored and investigated in this paper. In the theory of sustainable development as the guiding ideology, as an example to Anyang City of Henan Province, the theoretical discussion and practical application research on the prediction and optimizing allocation of water demand be done. The main contents of the paper can be summarized in the following aspects:1,Describe the study background of optimizing allocation of water resources, and point out the meaning of the study. Introduce briefly the research status at home and abroad, and point out the existent main problems at present.2,Introduce briefly the theory of sustainable development and quantitative criteria, and discuss the quantitative method of sustainable development.3,Introduce briefly the water demand predicted method of the area water resources. Divide the water structure into the domestic, ecological, agricultural and industrial water to calculate respectively, and give the calculation method.4,To the economic, social and environmental benefits as the objective function, construct the corresponding mathematical model combining with the constrains of varied water sources. Study the ideas of applying the genetic algorithm (GA) to solve the optimizing allocation of water resources, and describe in detail the design and implementation on GA coding, fitness and operator. Introduce two GA optimization methods of multi-objective decomposition and coordination and large-scale system general optimizing and their applications in solving the model. Through the judgment of each generation individual optimization, and optimize the water resources system in the study areas to obtain the objective of optimizing allocation.5,Aiming at the characteristic and actual situation of Anyang City water resources system, plan the division of the system. Under p=50%, predict the water demand with fixed law in 2010, 2015 and 2030 three planning level years. Construct the optimizing allocation model,which is programmed and solved by the GA, and obtain the results of the water resources optimizing allocation and analyed.Lastly,combining the theory and the application research results, and point out the main contents of the future study.In the paper, based on the overall consideration and scientific configuration, we take full advantage of and protect the limited water resources, and advance the water-saving and high efficient utilization. Make the optimizing allocation of the limited water resources to get the maximal economic, social and environmental benefits, and ensure the sustainable development of economy and society through sustainable utilization of water resources, so accumulate valuable experience on water resources planning for future work. |
