According to amount of literature,this paper introduced current situation of water at both home and abroad.This article indicated major problems during the research and pointed out key developing directions in this area.This paper used both domestic and international water resource carrying capacity and investigation of optimizing allocation practical experiences, which combined with actual conditions in Kaifeng to analyze water resource problems and forming mechanism,and also water resource system and its characteristics.Thus a series of complete simulative model of water resource system had been studied,which provided scientific assumptions for future water resource management in Kaifeng.After achieving adequate understand and analyzing of basic condition of Kaifeng, sustainable exploitation and utilization of water resource is the aim that to discuss suitable theory and methods of water resource carrying capacity and optimizing allocation in the areas which lack of water resources.analyzed current situation and trend of water resource carrying capacity and investigation of optimizing allocation.introduced hydrogeology situation in Kaifeng.analyzed current situation and problems of exploitation and utilization of water resources in Kaifeng.used dynamic gray forecast model to predict macro-economy development and future economic development.used fuzzy comprehensive evaluation model to calculate water resource carrying capacity.using different models to analyze supply and demand balance analysis and reasonable allocation.Key part of this article is investigation of water resource carrying capacity and optimizing allocation.This paper studied further details of this investigation and the calculation model and solving method,which concluded measurements and ways of improving water resource carrying capacity,suggested sustainable development water resources optimal allocation model,explored investigation content of water resource carrying capacity,which had important realistic meaning to water resources optimal allocation.
