As the fast growth of the electric power system automation, the requirements for the reliability of GIS and the extent of automation are more and more higher, especially due to the emergence of substation automation, the full automation and intelligence in the measurement, control and protection for GIS is essential. With the development of micro-electronics technology, computer technology and communication technology,intelligent GIS centered with digital processing technology comes forth. intelligent GIS not only can meet the demand of power system development, but is able to supply high–quality and reliable electricity。Aiming to achieve these requirements, this thesis presents a scheme consisted of a new kind of protection and control unit. This thesis presents a scheme of a new kind of measurement & control equipment of intelligent GIS. Applying the fast developing technology of DSP&ARM&ASIC, we adopt current prevailing hardware platform and develop a unit based on DSP+ARM+CPLD, by which we can achieve the functions of protection, control, visual logic programming, on-line monitoring, measurement with high reliability and so on.The realization of the hardware and software are the important parts of the thesis. In the design of the hardware, at first the thesis presents the whole frame of the equipment; and then, the method to realize the function of each module is introduced. In the design of the software, the whole software design flow is firstly scheduled. The concrete functions include protection & control, on-line monitoring, visual logic programming and so on. In terms of the protection, control and measurement,this hardware platform configures basic transmission line protection and the protection of the breaker failure,and this thesis illustrates in detail the concrete realization of the both protection. In terms of the on-line monitoring, the thesis discusses firstly the kinds of methods in GIS on-line monitoring, and then presents the method used in the equipment. In terms of the visual logic programming, the thesis proposes the visual logic programming well applied in the equipment. Aiming at anti-jamming requirements of the intelligent GIS, the thesis presents some measurements during the designs of hardware and software to make sure the unit can operate reliably.
