| As a premise and foundation of the sustainable development of civil society and economy, the comprehensive civil traffic system plays a great role in building the harmonious society. During the past years, the reform of the fee system of civil roads & bridges has been promoted in several large-medium cities, which becomes the main part of the comprehensive civil traffic system, relaxing the conflicts between the fast boom of vehicles and the bottle-neck of road resources, promoting the development of some related industries, optimizing civil investment structure, and accelerating the process of urbanization. Otherwise, because the civil traffic involves so many aspects, and, especially, the exploration for the new pattern that makes the civil roads and bridges to be a public product owned and managed by the government and enterprises together is still on the way, the fee system of civil roads and bridges practically faces many puzzles. As a result, to further improve the fee system of civil roads and bridges remains to be the great subject of civil traffic development.Based on the five years of practices in the reform of civil fee system of civil roads and bridges in Chongqing, this paper made a deep study on the fee system of civil roads and bridges through abundant data of motor vehicles, civil road and bridge fee, civil road and bridge investment and those forecasting data. Particularly, starting with the basic opinion that China is still a developing country, the paper, in a effort to optimize the use of the civil road recourses, discussed the safeguarding law, the supply of public product and the use of science and technology. By doing so, we are in great hope to do good to the development of the civil traffic system, and provide valuable advices to the policy-maker. |
