On The Problems Of China's Civil Aviation Air Traffic Management System Reform

Entering into the twenty-first century, the national economy of China keeps on a rapid and steady growth, people's living standard also on continuously increasing. Under the market-oriented economic condition, various industries are in the fast and vivid development. Thus, the aviation transportation industry follows the economic trend, then both the airline and airport operate as enterprise.However, the air traffic control (ATC) system still captured by the monopoly control system protected by the feature of the government, are holding the key position of the aviation industry. Given an overall analyze to the present aviation industries, the development of the aviation industry has already become a bottle-neck for the ATC system.In view of this realistic situation,a deeply analytical study on the problem which is choking the development of the air traffic control system ,has been made,employed with the micro-economic theory and the management theory. Then the insight to reform of China ATC system has been put forward in this:Take the development of business as the long term goal, the focus at present is on straightening out the system, changing the double track service system of Administration- profession to the straight line pattern, implementing the subdividing to ATC, and improving the operation mechanism, etc.In this article,using the public economic theory, the air traffic public service's character, production and supplement have been analysised. In the investigation of the dynamic root of the reform of the ATC system, the impact of the demand to industry of the marketing theory has been involed, also the gap between our national ATC system and the practical demand finally found out. The harmony development of China ATC industry is certified by detailed the close connections between the ATC, airlines and the airports.Using the organizational behavior theory we analysis the ATC's characters, disadvantage and absorbing the foreign advanced experience. Finally, the reform objective and measures of the ATC is drafted out.By studying this topic, the urgency and necessary of the ATC management system reform have been disclosed.Some constructive and practical suggestions are provided for the related governments and organizations as well.
