Giving priority to the development of public traffic is a basic policy to solve the problem of travel of Chinese people. It can solve to urban traffic congestion problems effectively, improve the plight of urban land use tension, ease the lack of resources and the pressure of environmental degradation, improve the quality of life of urban residents, and promote sustained economic development. Fundamentally speaking, Giving priority to the development of urban traffic is the objective requirement of implementing the scientific concept of development, and also an important measure to build a resource-saving and environment-friendly society. With the implementation of the policy, public transport planning, traffic updates, business management, and other hardware conditions are further improved. But the problem of low service standards of China's current public transport system is still very prominent, urban public transport development seriously lagging behind and structural disproportion. How to improve the attractiveness of public transport, so as to enhance public transport travel is to improve the proportion of urban transport one of the important measures.In this paper, firstly, with the vast literature on the basis of fields, the author Analysis the China's urban transport development and the means of urban traffic and their characteristics, and then point the importance of the factors affecting their choice and the method professors used to study. Secondly, using the traffic survey analysis, prepare the questionnaire to determine factors which are important to the choosing of travel mode. And then, based on the economics of the loss aversion, construct the main factors related variables and passenger travel will of the asymmetric response model with multiple linear regression method and the model used by the construction of the main factors affecting the role of the direction and size. Finally, through the analysis of the status quo of China's urban traffic and passengers will travel model of asymmetric response , and from policy implementation, technical standards and the law-making , we give some suggestions from the way the price of travel, on time and travel time perspective specific response strategies to improve urban public transport to travel the way to attract and promote public transportation a priority development, and eventually achieve the ratio of bus travel, and optimize urban transportation system structure, improve the urban living environment, and ease urban traffic.
