| Urban Rail Transit Planning is an initial link of Urban Rail Transit construction, and the evaluation is a very important part in the Planning. How to satisfy Traffic's Sustainable Development, to make society economy, resources, environment and traffic construction developped moderately, have already become an important direction for Urban Rail Transit evaluation system research. This text discussed the decision-making system of Urban Rail Transit net Planning's projects based on the problem, researched a great deal of literature, combined an actual example. The content includes several points as follows:First, Based on the development of Modern Urban Space and City Form, Future city develops from the stand big round flat cake type to the Clusters type, space and time insulated, particularly severe city transportation problem now, demonstrate the necessity of Urban Rail Transit system, which is a kind of big carrying capacity, speediness and economy transportation way.Secondly, the target and main content of Urban Rail Transit network's general planning are discussed, and Rational Scale analysed. Graph theory is used to analyse the Influencing Factors of Rational Scale to establish hierarchical structural, the paper chooses five Influencing Factors including city area and population and so on, then reduce these, to establish rough estimation model. The model is tested to be an effective method by estimating Rational Scale of ChongQing.Thirdly, Decision guide line system constructed again. This paper analyses the research results and the traffic characteristics, then according to the internal and external environment principle, combines Society's Sustainable Development, incarnates programming, travel, Operation, construction, guide lines are chosen, and adjusted by Delphi. So a guide line system is built which includes network form, engineering, traffic function improved and sustainable development and so on.At last, Decision model is established. Due to providing incompletion, not precision and subjective information to the decision maker, Urban Rail Transit network's evaluation has obvious gray. The paper combines RoughSet theory with TOPSIS theories which has advantage in the decision theories, and leads the gray decision theory into the method. As a result, the decision medel "RoughSet-GT" is brought forward. End with an example about Urban Rail Transit network planning in Wuxi, to test the RoughSet-GT decision model's effect by carring on evaluation to acquire recommend project, and obtained good effect. This model has an advantage of other method on operation, objective and availability, so the method has certain of meaning and application value. |
