Development of urban rail transit in China,varieties of factors such as a huge and complex road network structure,an increasing number of network passengers,a wide range of systems and increasingly aging facilities and so on,may bring security risks to daily operations and trigger various operational emergencies.If relevant department is incapable of responding to emergencies quickly and effectively,delay in running and interruption of operations may be occurred,which may then reduce the service level of urban rail transit,and even pose a threat to the life and property safety of passengers.Therefore,how to improve the response capacity and disposal efficiency of rail transit operation and management departments in response to emergencies is an urgent problem to be solved in the emergency safety management of urban rail transit.This paper studies the classification of emergency event,the optimization of emergency treatment organization structure,the reorganization of emergency response procedure,the digital management of emergency plans,and the research and development of emergency assistance decision system,and also proposes practical and effective solutions to the current problems in China's urban rail transit emergency response.Specific research content includes:(1)Summing up and analyzing the current status of urban rail transit emergencies and emergency disposal,including the concepts,attributes,classification methods,mechanisms of occurrence and impacts of emergency events,organizational structure and principles of emergency disposal,and the key problem to be solved urgently.(2)Based on distributed coordination theory and workflow management technology,the organizational structure and disposal process model of urban rail transit emergency disposal are proposed.Analyzes the characteristics of emergency disposition operation process and workflow modeling under a distributed coordinative system,and establishes an organizational structure model and a dispositional process model with a unified modeling language.(3)Formally combing emergency plans for rail transit and establishing a digital management model.Based on the digital management model,the emergency plan positioningand auxiliary decision generating algorithm are proposed.(4)Designing and developing a dispatching-layer-oriented decision-making and emergency assistance decision-making systems for emergency response,which can realize rapid response to emergencies,precise positioning of emergency plans,intelligent decisionmaking support for decision-making solutions,and real-time monitoring of disposal processes.The main innovations of the dissertation are as follows:(1)Introducing distributed coordinative theory into the research of rail transit emergency response,establishing a distributed coordinative system model towards rail transit emergency management.(2)Reorganizing the operation procedure of urban rail transit emergency response based on workflow management technology.Proposing a time-constraint-based model of emergency response disposal.(3)Establishing a digital emergency plan management model,which can generate relevant algorithm based on positioning of emergency plan and auxiliary decision scheme,the corresponding system development is also realized.The research results of this paper can improve the emergency handling capacity and operational safety management of urban rail transit.
