Transportation has developed to be a very important part of economy in recent years, which may potentially promote the development of port economy. As the node of global integrated transportation, the efficiency, service level and reliability of ports are all very pivotal factors. In order to improve the allocation of port resources, reduce the cost and increase the usage of resources, the optimization of port production and management using particle swarm optimization (PSO) algorithm with constraint condition is studied in this thesis.Firstly, based on the analysis of the production process of the port service system, the mathematics model of the berth and tugboat allocation are formulated, whose objective is to minimize the total waiting time of ships stay in the ports. According to the characteristics of the module, the physical meaning and correlation of parameters, the constraint condition of the port scheme is obtained. The random characteristics and other influence factors of the port scheme are fully considered in this module, so the operational aspect of port scheme can be shown objectively.Secondly, multi-objective particle swarm algorithm is used in this paper to solve the problem of port optimal schedule. Particle swarm algorithm, which is representative optimization algorithm of Swarm Intelligence, is an evolvement technology based on swarm intelligence which doesn't need to adjust many parameters. Linearly decreasing weight (LDW) is used to adjust the ability of global and local search in the implementation of PSO in this paper. And the Pareto optimization of MOP is gained by utilizing an approach of searching optimization by evaluation. With the improvement of the searching method of global and local best PSO, the particles are instructed to fly to optimal objects, which lead to optimal allocation scheme of the port resources.Finally, UML is used to design the port scheduling system. According to basic process of port system, the overall structure and sequence chart of the system is accomplished and the port system scheme is implemented accordingly.
