Automatic Identification System (AIS) can transmit a great deal of information, surmount obstacles and resist influence of weather, having the information networking ability between vessel-vessel, vessel-shore, and display the targets in short distance.How to ensure the safety navigation of vessels was an important issue for scholars in navigation field. With the rapid development of port economy, there were more and more vessels shutting in sea-route all over the world so that the importance of Collision Avoidance has paid more and more attention to. As a result, to realize the automatization of Collision Prevention at Sea was key technology of avoiding the collision accidents, ensuring the safety of navigation, as well as a forward subject of navigation technology.It was the paper's staring point that using AIS data as environment information sources of the assistance decision system of Collision Avoidance. At first, the paper studied the structure, function, critical technique and principle of AIS deeply according to domestic and foreign literature materials such as works, thesis, etc and the related documents of IMO; the general procedure and the essential information for Vessel Collision Avoidance has been studied; the advantage of AIS data to avoid collision compared with RADAR and ARPA data has been analyzed; in addition, the studies of some key problems in decision analysis technology of Collision Avoidance based on AIS information has been performed respectively, then according to the conceptions of vessel domain and alteration of course, the models of safe distance, close quarters Situation, last minute action time etc have been established, moreover the model of collision risk between vessels has been set up applying comprehensive judging method of fuzzy mathematics. Because of the further research the solving scheme for the assistance analysis system of vessel collision avoidance decision based on AIS has been put forward.Based on the study of key techniques and making use of Visual C++ development platform, this paper simulated the processes of AIS data sending, receiving, and decoding, and also designed and implemented main function module of the assistance analysis system of vessel collision avoidance decision based on AIS information.
