Traffic flow assignment theory is the foundation of city road network planning and evaluation, and has won many scholars' favor and in-depth study. But the traditional traffic flow assignment model is still inadequate and there are many to be perfect. Especially in China, the road situation is complex and the construction standards are greatly different, the application of the traditional traffic flow assignment model is under a lot of limitations. Through analysis of the port city traffic flow characteristics combined with Lianyungang Lianyun District Road Network example, PLTE model is proposed. The verification of PLTE model is given in this paper, and the core delay function -PLTE_BPR and its algorithm are also proposed.
