| Urban master plan is the fundamental basis for the city construction and planning , the important public policy for the government. it's a global, comprehensive, strategic work that related to political, economic, cultural and social life, and other fields. There are three periods urban master plans have accomplished in Luoyang City since 1952 and they played a positive and effective guiding role in the city construction and development. But with the rapid development of the city, after the urban master plans were achieved, the contradiction between the high-speeded increase of economy and environment protection had been increasingly outstanding. So pay attention on the sustainable development harmonizes population, resource and environment is a important means to construct Easy Living City.In the paper, a comprehensive analysis and evaluation was made, which based on the model of how to change the unlimited resources of the city's aptitude elements to limited. And the remote sensing (RS) technology is also adopted in the paper, it is achieved that the analysis and judgment on eco-environment's situation, trend and potential problems based on investigation. Natural resources and environment capacity were evaluated with using ecological capacity method, and offered a technological support for the city developing scale and eco-environment protection planning; the construction land suitability was analyzed and comprehensive evaluated, which laid a foundation for the determination of urban land development and spatial distribution; the functional zone of Luoyang City was made with the function of spatial analysis of ArcGis, which based on the dominant factor and comprehensive analysis methods after the individual evaluate on the spatial distribution pattern index of Luoyang City. And this work will make clear the future development area, adjustable area and restriction area of Luoyang City.
