The third Plenary Session of the18th CPC Central Committee proposed theconstruction of ecological civilization, establishing the ecological civilization system, bymeans of systems to protect ecological environment. The session suggested that establishspacial planning system, make out the spacial boundary of production, life and ecology,and implement the utility control. the session drawed the red line of ecological protection.The session put forward firmly main functional area system, setting up land spacialdevelopment protection system, promoting the development on the basis of mainfunctional area orientation. The session put forward that implement the system ofpayment of using resources and ecological compensation system. Adhere to the principleof the beneficiary compensation, complete the ecological compensation of fundamentalecological functional area, and drive to set up the horizonal ecological compensationsystem. On February26th,2014,General Secretary Xi presided the forum to listen to thework report from the Beijing government about the Jingjinji synergetic development,President Xi said that should explore the effective way of ecological construction, andpromote the coordination between population,resource and environment.By means of investigation and specialist forum, the thesis analyzed the spacialstructure of water resources functional area, put forward the solution,and study theecological compensation in different zones. This thesis put forward the four ecologicalcompensation zones, and in different zones has different compensation standard andsolution. And this thesis analyzed the spacial control and management in four zones,especially the policy in industrial.
