Any project has its suited construction site, any site has its suited construction project and any project has its suited construction goal.In the multifarious realistic environment, how to find the suited construction projects for the construction site to make them more rationally constructed and how to find the reasonable goals for the construction projects to make the decisions more scientific?Who are supposed to finish it and how to finish it?This article takes the designing issues of the site which are to be developed and constructed as the research object, analyses the starting time of the designing behavior, introduces the concept of site programming and engineering and analyses the three stages of site programming and engineering which are the planning stage,the investment decision stage and the application stage. It indicates that the confirming of the site programming and designing standards of the programming department is the beginning of site designing and engineering, and, on this basis, it analyses the site designing and engineering procedures and methods of the planning stage and the investment decision stage, which provides a site programming, concept for the programming department,the investors and the designing staff.The confusion of actual work is the original research intention and motive of this article and the results of thinking are its body part. This article takes the combination of example dissection and theoretical analysis as its research method, absorbs the principles and concepts of related subjects (for example, system theory), analyses the site designing activity as a whole and finds out rules form it.
