| The historical culture protectorate is in the historical city in whitch"the cultural relic historical site centralized , or can show the historic traditional style and the block of national place characteristics, the architectural complex, the small town, the stockaded village and so on". It is the historical city tradition style and the characteristic relative centralism region, and it is the important part of the national historic culture city.Shanhaiguan city begin from the bright Great Wall's northeast, having the Great Wall 26 kilometers long, located at the east of Qinhuangdao more than 10 kilometers away. According to the historical data record, Shanhaiguan city have the name in 1381, until now already more than 600 years history, since old times namely for our country's military strategic place. Shanhaiguan city, the perimeter is about 4 kilometers, and are approximately a small town. The city and the Great Wall are connected with each other and take the city as the pass. The city is14 meters high, and the depth is about 7 meters. The entire city has four main city gates, and had many kinds of ancient defense construction. It was a defensive system and had the name of"the first of the word".However when entered in 1990 and with fast development of the real estate industry, a large-scale reform began in the Shanhaiguan, whitch not only destroyed greatly to the shanhaiguan old city historical culture environment, moreover, giving lots of social economy questions to the entire city. Therefore, it already became an imminent topic on how to use the urban planning research, give more protection to the Shanhaiguan old city in the city rapidly developing process. From the urban planning specialized angle, the paper discusses the protection and the development of the Shanhaiguan city. The paper altogether divides five parts. The first part is the article foundation carryed on critic ideas.
