Study On The Information Management System For Freeway Construction

This dissertation is completed based on " Jilin Province Highway Construction Information Management System"(20070407), which is the plan project of Jilin Province communication science and technology development.As the basic leading industry on which the development of national economy is based, the transportation construction industry has been in a major position since the reform and opening policy in China in the past three decades. It is in this period that Chinese highway rapidly develops. The research on highway construction information management system has been the concern in the field of domestic and foreign communications. In order to effectively improve the development of highway construction,it is necessary to establish a set of information resources platform on the comprehensive information management of highway construction and the data sharing, to effectively carry out and perform scientific management procedures,to organize construction management in strict accordance with the norms and systems. The formation of standardized management control process has become an important guarantee in achieving the project goal of "be scientific,efficient and in high-quality" in highway construction. Through reviewing the history and the present situation of the application and development of highway construction information management system and analyzing the existing problems and deficiencies, the writer specifies the purpose and significance of the study, defines the research ideas, content and focus.Through an in-depth analysis of management requirements of the current highway construction projects and general requirement and goal of information management, the writer makes an overall scheme and plan in such aspects as operation functions, system constructions and network constructions of the system by focusing on"Three-Control & Two-Management"and by integrating the ideas and experiences of the advanced knowledge system of international program management architecture,and proposes an overall designing scheme on construction program management system based on " one network infrastructure,two sets of data sharing platforms,the triple all-directions application,the four basic functions and fourteen major application sub-systems".The writer makes a subentry research and design on such items as the goal, function, architecture, module and data of each application sub-system in combination with the practical operation contents of highway construction management. The functions of the system include fourteen operating application sub-system including the basic situation of the project, the pre-management of the project, drafts relocates management, bidding management, contract management (including change management), the program schedule management,investment control management(including list management,the payment of measurement,investment analysis and accounts management),quality management,safety management,the completion management , an incorruptness management , engineering monthly-reporting management,office automatization,systems management, in which comprise the major aspects of highway construction management. Each sub-system is interrelated and integrated, jointly achieve the solution scheme of information application in the whole process of highway construction management.In combination with the examples of development and application in Jilin Province Highway Construction Information Management System, the writer proposes that we should adopt B/S structure and J2EE technology standard and the advanced MVC pattern to develop a systematic software, which simultaneously conforms to the present general WEB service standards and transmitting data formats based on XML, to achieve an application platform of comprehensive information system that takes the management of provincial government as a leading factor, and make a scientific and standard management on the information of multi-highway construction projects. And the writer makes a further study on such aspects such as the practical application environment, multi-level security system and application and validity of major functions.Finally,a summary of this dissertation is made in which the writer reviews the studying process, the main content including the progress and achievement, and points out further research and plan.
