Spatial Distribution Characteristics And Preliminary Study Of Sustainable Utilization Of Water Resourcesin Shandong Province

Water is the origin of life, water is material foundation to all living organisms and human race to survive and develop. Since last century, along with the growth of the population, the acceleration of urbanization, the unreasonable utilization and waste of regional water resources, water crisis occurred frequently, it not only severely restricts the development of national economy, but also has serious influences on the regional ecological system's positive development and people's health, even might evolve into regional and national conflicts as detonation cord. The management, utilization, protection, planning of water resources has increasingly become the intrest focus of the scholars and relevant government departments.Water resources is extreme disequilibrium in space-time distribution and completely difference in our country. Shandong province, which is one of the most populous provinces and leading provinces in economy, is located in eastern coastal areas in China,and it is also an important opening area . With the development of social and economy, water resources has become the key factors of the national economic and social development. that correct understanding of the water resources utilization situation and fully and rationally utilizing limited resources,which is in order to meet the social development and economic growth and promote the Sustainable utilization of water resources and the coordinated development of social and economy, is an important issue of the development strategy of the 21st century in shandong province.From the perspective of sustainable development, with a view to the characteristic of water resources in shandong province, the article, using the system theory, defines the water resources sustainable utilization system of shandong province, which is made up of Water resources, water environment and social economy, build the evaluation indexes of water resources sustainable development level of shandong province from three aspects of selection. Analysis results show that the water resources sustainable utilization level of shandong province regional differences exist as follows: 1, rainfall greatly influenced the water resources sustainable utilization level;2, the water environmental pressure is big near Jiaoji Railway;3, the situation of water resources sustainable utilization is serious in the west and north in Shandong province.Analysis results show that the water resources sustainable utilization situation is serious in shandong province. From the long-term strategy of regional development, all cities should pay attention to: 1, fully realize the conditions of regional water resources endowment and population density, rationally adjust the industrial structure and layout;2, reform management system to promote efficient utilization and protection of water resources, 3; change the traditional way of life and production, establish water-saving society;4 ,multi-channel development of water resources.
