The multi-annual mean total quantity of the local fresh water resource in Shandong Province is 30,310,000,000 m~3, only accounting for 1.1% of the total quantity of the national water resources. According to internationally recognized M·fukenmake's water scarce target standard, the average water resources quantity per person of Shandong Province is smaller than 1000 m~3 -the marginal values what a local economic society develops must maintains, and therefore this case belongs to the serious water scarcity areas with the average amount per capita smaller than 500 m~3. Secondly, the direct massive sewage dispersing into the river without the processing enabled 71% water function area was not able to achieve the stipulation of the water quality goal. The water resources supply and demand contradiction and the water pollution problems have already become the serious restriction factor of the sustainable development for the economic society in Shandong Province. This study based on the water function regionalization, suitable mathematical model should be used to definite the acceptable dirty ability with the quota in different water function areas, through the basic situation's analysis of the water function regionalization in the rivers of Shandong Province. According to various cities and areas' economic index, the social development plan, water demand forecast for each planned ordinary year, the overall evaluation of different water ordinary year sewage centralized processing ability, and the water sales commission rate, the controlled quantity of each planned water ordinary year's industrial and sanitary sewage and the main pollutant's withdrawals and discharges to the river were forecast. Based on the differences developed based on the water body function and the regional economic societies, the union proposed the control quantity of the different planned water ordinary year different region pollutant dispersed into the river and the pollutant reduction by considering the dirt capacity rating achievement. Then the union continued to propose the control quantity of the water function area land territory pollutant discharge in the planned water ordinary year and its reduction.
