Research On The River Comprehensive Management Based On The River Function Regionalization At Watershed Scale

The river social function bas been payed more attention at past,which resulted in the blind exploitation,the social economic function is excavated fully.However,the ecological environment is damaged seriously.With the development of society and living standard,the importance of river ecological function is paid wide attention,ecological restoration of the river is placed on the agenda.However,the river management and restoration have some inconsistent aspects.For example,the river belongs to different administrative areas,the measures taken to partial section usually have negative effect on other parts.River function regionalization is studied from the system of ecological environment and the coordination of river employmentand management.The river function is divided into five types:prohibition exploitation reach,planning retention reach,limiting exploitation reach adjusting restoration reach and exploitation reach by evaluating social and economic function of the river.Then the river is taken flood and morphological diversity design based on the func -tion regionalization.The employment and protection of the river is combined to ensure the stab -le function.Effect validation is an important part of river ecological restoration.It is also an important component for the river adaptive management,by which the realization of restoration targets,scheme of design,construction and maintenance are evaluated.Based on the evaluation principles summarized,Fuzhou River is taken as an example to be evaluated the flood protection,ecological restoration effect and river habitat improvement.For the evaluation of habitat status,the necessary preconditions is as follows,the habitat diversity has positive connection with the biodiversity.Water flow regime is the determinant of habitat diversity.Fr is taken with the increment of 0.05 to divide the type of habitat,and estimate the habitat status pre-and post designing.The results showed that,the habitat status of the cross section is improved encounter for different frequency flood.The comprehensive management for Fuzhou River make the ecological status improve significantly,based on meeting the flood protection.
