In October, 1988, in China,the first high way,the Hu-Jia High Way, in mainland was completed,which led China into a fast and complete new time of high way construction. During the past twenty years, China has developed its high way construction from zero to an achievement equal to that of some developed countries achieved during 50 fifty years, which attracted the world notice. Although China has a fast development in its high way construction, it lacks an updated and scientific administration system for its efficient running, which is now a problem that directly challenges the China government.Based on its fast growing without a united administration system,in 1992,the China Government Office issued a regulation and mentioned as'For the time being,the China high way construction is still in its starting phase, how to administrate its running efficiently needs accumulating experience. Therefore, every province, autonomous region or central government-administrated city can establish its own administion rules according to different situations and the central government doesn't have a set and united regulation.' At present,there mainly exist three types of administration for China's high way:one is to be administrated partly by the Public Security Bureau or the Transportation Bureau, the second one is to be administrated with the combination act of the Public Security Bureau and the Transportation Bureau,the third one is to be a integration mode administrated exclusively by a certain independent institution. The coexistence of these multimodes make the administration of China high way seem very irregular. However, these coexisting multymodes can provide comparations in practice and possibilities for seeking the best way to carry out good reforms to push the administration of China high way forward and perfect.Exactly,this paper can be devided into five parts:Partâ… is mainly a brief introduction about the background and significance of writing this paper.Due to there being not enough studies on the executive management of expressway in China and even fewer ones on the Chongqing Mode, this paper brings forward some research ideas,study approaches and the significance of writing it.Partâ…¡is a summary about the current administrative system of expressway in China.The writer first analyses the characteristics of expressway management and then briefly introduces and points out the shortcomings of the three ongoing modes in China which respectively called 'being administrated partly by the Public Security Bureau or the Transportation Bureau', 'being administrated with the combination enforcement of the Public Security Bureau and the Transportation Bureau' and 'being a integration mode administrated exclusively by a certain independent institution'.Partâ…¢analyses the universal management system of expressway in some other countries and lists out pieces of experience from which we can learn.Partâ…£focuses on the Chongqing Mode and analyses how it works in expressway management.Herein the writer first briefly introduces the course how the Chongqing Mode came into being and then finds out its advantages. Last, he points out the difficulties challenging the Chongqing Mode, including its legality controversy, its effective popularization and the ways overcoming its disadvantages.In Partâ…¤,based on the problems that the Chongqing Mode faces,the writer proposes some suggestions to enforce the executive management of expressway in China.The suggestions include: 1. To enforce the lawmaking based on good understandings of the relations between reform and laws.2. To ensure good and legal executive ways during the managing course. 3. To strengthen the co-operation between the Public Bureau and the Transportation Department. 4. To constitute and complete a supervision system. 5. To simplify the composing the institution and strengthen its responsibilities.6.To strengthen the cultural influence to the Chongqing Mode in expressway management.Due to the above achievements and shortcomings, adopting the theories of the new public management, system transition and road dependence, based on the survey of the expressway executive branch team and others in Chongqing City, this paper carries through an overall analyse on the Chongqing Mode,a general law enforcement of the expressway in Chongqing. It shows how the present management mode of Chongqing expressway works and it is in line with the spirits of new public management. Combining with the theory of road dependence and experience in practice, further discussion also goes to the existing difficulties and at last some feasible and practical solutions are proposed.
