In recent years, with the development of city economy, automobiles as the representative of products which can improve our lives, fastly become part of household products. However, due to the limited resource of traffic, the rapid growth of car ownerships brings the city traffic many problems, such as traffic congestion and parking problems. It is very necessary to ease these traffic problems. As a mild economic instrument, parking charge, can effectively regulate parking needs of residents and even change their transportation ways through price leverage. Therefore, it is plays an active role in making a research on how to implement scientific and effective parking charge management for solving city traffic problems.The paper selects Wuxi as the study area because this is the place where I am living. Wuxi is located in the hinterland of the Yangtze River Delta. It has been the land of plenty from the ancient times, and now its economic development is very extraordinary in China’s secondary cities. The paper selects Wuxi’s parking charge management as a research object, in the purpose of not only giving some suggestions to the city, but also offering valuable experience in management of parking charge for more cities.The paper studies Wuxi’s parking charge management from five respects. Firstly, it provides an overview of research results about parking charge at home and abroad. Secondly, it describes the concepts of parking fee and parking charge management, the new public service theory, the government regulation theory and the public choice theory. Thirdly, through the parking charge management policies of Wuxi, problems in the management and related reasons, the paper analyzes the existing situation of parking fee management in Wuxi. Fourthly, the essay introduces the domestic and international experience of parking charge management, including making comprehensive parking laws and parking industry support policies, building supporting facilities, improving the utilization of public transportation, attracting private capital and so on. Fifthly, the article puts forward suggestions in parking charge management policies of Wuxi, which is divided into three parts:legal management, scientific and technological management and public-private collaboration management. Legal management includes comprehensive local regulations and policies, improving the monitoring of charge and penalties for violations, optimizing parking fee formation system. Scientific and technological management includes improved informational technology of parking management, pricing reasonable parking fee and flexible use of parking resources. Public-private collaboration management includes improving the city’s parking layout and supporting parking facilities, and encouraging investment of social capital in building parking facilities.
