The water resources investigation assessment is the former basis on the water resources comprehensive plan and the sustainable use.According to"Nation Water Comprehensive Plan Technology Program","Nation Water Resources Investigation Assessment Technology Regulation"and so on, the paper links to the local condition.This assessment takes 1956~2007 year data as the basis, studies the following content with emphasis:1, Carries on the detailed investigation and well test to hydrometeorological, geological and hydrogeological conditions, the conditions of water environment and ecological environment, socio-economic status in cattle river basin. For evaluating hydrogeological parameters in plain area accurately, get aquifer thickness, spatial distribution and part of hydrogeological parameters by adopting high density resistivity method and inversion; Laid 16 points in plain area, take nuclear magnetic resonance tests by NUMIS; Drill 7 hydrogeological hole and take unsteady flow pumping test; Accorded the collected data of hydrogeological hole, indentified the hydrogeological parameters by using mathematical simulation..2, The paper applied geostatistics to the field of hydrology. It established the structure function of annual precipitation by using data of annual precipitation in few of rainfall stations. Then it achieved the analysis of average annual precipitation in different sizes of river basin by using multi-time space universal kriging estimation theory, it overcome the drawbacks of Thiessen Polygon Method, arithmetic average method and inverse distance method.3, After considering the minimum water demand of ecological environment and the flood volume that can not be used in flood season, calculated the volume of surface water resources that could be used in the study area.4, Accorded the results of analysis of water samples to evaluate the water environmental conditions of surface water and groundwater source in the study area. Disserted the trends in the water environmental conditions and the extent of water pollution, predicted the development trend of water environment.This paper presents a set of field test method and analysis techniques on investigation and assessment of water resources. Provided the technology and method for the areas, where have less hydrometric, precipitation, weather stations, and lack of the groundwater exploitation, the volume of surface water development, the data of water consumption in different sectors ,to determine these variables systematically, fully and accurately. It improved the theory and technology of water resources assessment and rational allocation in arid and semi-arid areas. The results achieved in line with the actual. It directed for the development of water resources, ecological management and environmental protection, the sustainable development of the national economy in Naiman Banner. It resolved the water conflicts between industrial and agricultural. It also eased the pressure on exploitation of underground water due to the rapid economic development. It has great significance for protecting ecological environment.
