Water is a natural resource which can not be dispensable and substitutable for human to live and develop. Water crisis due to the lack of water resources and the worsen water pollution have become a limitative factor for our country to implement sustainable development stratagem. Especially in western arid area, there is little rain and much evaporation, so it is more important to protect and utilize water resources.Hotan river basin located in southern Tarim Basin in Xinjiang is formed by two branches, Yulongkashi and Kalakashi which converge at Kuoyelashi. It is one of three source flows of Tarim River. And it is only river which traverses horizontally Taklimakan desert from south to north. Hotan river is the main water resources of agricultural irrigation in Hotan oasis. It has very important significance for people living, industrial and agricultural production in Hotan oasis and to prevent the approach of desert, maintain the stabilization of oasis. It is important for Hotan economic development, society stability and people comity. At the same time, Hotan river irrigates green corridor of aklimakan desert and hold back the fold of desert. It has important sense from ecological protection. However, due to people expanding and economic development in recent years, there is more demand for water resources. Irrational exploitationand utilization resulted in shortage of quantity, deterioration of quality for resources and rise of groundwater level, increase of degree of mineralization. It had yielded serious effects for production of industry and agriculture and sustainable development of economy.The paper firstly does the work of water resources protection planning of Hotan river basin. It mainly does combine water resources compositive planning of Hotan river basin. So it has petty important significance for exploitation utilization and protection of Hotan river resources. The main contents and results of this paper are as follows:1. Based on investigating pollution sources and actual pollutants emission of Hotan river, the main problems of water environment and actuality of water quality are analyzed. The main pollutants which effect water environment quality of Hotan river are ascertained.2. Based on analyzing the present situation of exploitation , utilization and protection of Hotan river, according national technical outline of water function regionalization, divided the water function of Hotan river. And put forward the aim of water quality.3. Establish mathematical model on water environmental capacity of Hotan river, on base of the one-dimensional steady water quality model of Streeter-Phelps. COD and degree of mineralization are selection as objects to control pollution. Water environmental capacity and residual water environmental capacity are calculated at the present and planning time. The results make know that there is residual water environmental capacity for COD in the varied phase. And there is residual water environmental capacity for degree of mineralization at high water period, but not in low-water season. It is congruent with the results of appraising water quality.4. The present situation of hydrology and water quality of Hotangroundwater and variable rule of groundwater level and degree of mineralization are analyzed. The results indicate that groundwater level rise and degree of mineralization augment gradually. Water quality is appraised from irrigation and compositive harm. It makes know that groundwater is suitable to agricultural irrigation as long as rational measurement of irrigation and drainage.5. Some measurements are put forward to exploit, utilize and protect water resources of Hotan, on base of analysis and appraisement of Hotan water resources.
