Study On Land Reserve Of Harbin City Under The Guidance Of Spatial Development

As a new policy of land use system reform, the land reserve is still at the exploratory stage in our country and lacks systematic research. There are problems of incomplete law and regulations, mechanism. This holds up the operation, development and standardization of the system of city land reserve. The People's Government of Harbin puts forward the topic of land reverse study, which to implement the policy of central government about strengthen the management of State-owned land and resolve the problems in process of land use.The framework of this dissertation is under the guideline of finding problems, analyzing problems and resolving problems. The paper begins with the origin of land reverse system, analyzes the research trend of the land reserve both in China and abroad and summarizes five points which can promote the land reserve development in Harbin city. From the perspective of urban planning, the paper analyzes the contents of spatial development planning and the Status quo of land reserve of Harbin city and illuminates the relationship between them. The paper puts forward four macro-strategy about land reserve in Harbin city. They are integration of urban planning and land reserve, market-oriented business lead by government, set up reserve fund and expand the financing channels and a wide range of management means. The paper also puts forward four micro-strategy. They are enliven the land of industrial enterprises, co-planning over all the urban and rural land, coordination of living environment in the old city and intensive land utilization in central urban area. In guidance of spatial development planning, the paper analyzes the project of Qunli new district about land reserve in Harbin city as a example with the method of a combination of theory and practice.The research is vital for standardizing and cultivating land market of Harbin government, increasing financial income, promoting rational implementation of urban planning, optimizing the spatial structure of city, integrating economic, social and environmental benefits, providing useful reference for land reserve study of other cities and broadening range and ideas .The defect of the operation of land reserve seriously affects the action of the system of Harbin land reserve in new situation. The study of the problem is of profound theoretical and practical significance.
