With the rapid development of society and economy in China, the large city's congestion has become more deterioration.Consequently the advanced and efficient traffic guidance system has been drawn attention globally. In addition variable message signs(VMS) systemis an important part of traffic guidance system.Through releasing the related message, the VMS will guide the vehicle to the most reasonable path, thus avoid partial congestion and balance the network traffic flow.At present,VMS is installed in the trunk road networks in China's main cities, and played a positive role in the relief traffic jams. However, the decision of where to rightly install VMS on the trunk road networks was made on experiential judgment, rather than on rational, theoretic guidance. Thus the question of how to find the right position to install VMS so as to give full play to its guidance effect needs to be further studied and solved more effectively and efficiently. This thesis attempts to study the VMS location based on Beijing VMS case.First, the current application and development trend of VMS has been summed up in detail, and also some related knowledge about traffic flow guidance been introduced.Secondly, the setting principles and influencing factors have been summarized, variable message signs, user information was theoretically analyzed and the shortage of the existed methods has been put forward. Then the screen layout of VMS system was design, including the design of display screen, the position, the published information of VMS. Finally, the Beijing road network has been chosen as the background of this study, and the conclusion and the right installation position of VMS was figured out through dynamic traffic assignment theory, mathematical programming location model, the genetic algorithm and road network simulation.
