At present, the construction energy consumption makes up 30% of the energy consumption. In order to save energy to promote stable, rapid and healthy development of economy, to change the present situation of large heating energy consumption and bad heating circumstance of many existing buildings in the cold area of our country, and to adopt effective energy-saving transformation measures to save energy and improve residing heating circumstance, our country makes the "Regulations on Energy-saving Transformation Technology of Existing Heating and Residing Buildings" (JGJ129-2000). The regulation proposes that the guarding structure and the main body structure of existing buildings must be made special investigation on and the buildings must be assessed to see if they meet the requirement of the energy-saving transformation. However, no specific standard and system of assessment is made to assess the security of the structure in the regulation so that no specific standards and rules can be followed in assessing the security of the energy-saving transformation structure of existing buildings. Therefore, this project proposes a practical means to assess the security in the energy-saving transformation of existing buildings.The thesis analyzes the security of the energy-saving transformation structure of existing buildings. It puts emphasis on the security property of the structure system under the influence of earthquake after energy-saving transformation, introduces the reliability theory in calculating modal which considers the reliability index of the influence of some random factors, such as the weakening of the resistance force of components and the change of loading, on the calculating structure system, and finally assesses if the building meets the requirement of energy-saving transformation.The thesis proposes two levels of evaluation for the security assessment of the energy-saving transformation of existing buildings. The first level is the normal use of the security assessment before the energy-saving transformation and the second level is the assessment of anti-seismic capability after it. The first level, according to the "Evaluation Standard of the Reliability of Civil Buildings" (GB50292-1999) , assesses the security of the normal use of the ground base, upper main body structure and guarding structure. The second level introduces the theory of reliability to calculate the reliability index of the anti-seismic capability and assess if the building meets the security requirement for normal use according to the stipulation of structure security level index of the existing buildings. When the above two levels of assessment both meet the security requirement for normal use, the building meets the security requirement for energy-saving transformation and is suitable for energy-saving transformation.
