With the continuously rising of city population and fast expanding of city scale,urban traffic problem has been the bottleneck of city development.Thanks to its sound safety,not affected by climate,mass transportation capacity,fast speed,punctuate running schedule,slight population and strong sustainable development ability,urban rail transit has become the prior choice to solve the traffic problem of big cities.As a fast developing city,traffic problems of Fuzhou is serious.And the construction of urban mass transit can be an effective way to solve this problem.Urban rail transit can be classified by traffic capacity,laying mode,road weight,steering method,supporting form of wheel-rail,etc.Although different classifications were based on different principles,the widely recognized types generally include: subway,suburb high-speed railway,monorail,light railway,train,maglev system and automatic guilding system.As main traffic modes to solve city traffic problems,they can be applied to different situations according to the real practice of cities.Though ways of rail application differed,the basic planning principles were mostly the same.In this paper,main contents of urban rail transit planning were introduced,its planning scope and service time were analyzed.In the process of planning,the first and foremost issue is network scale planning.A rational network scale can not only meet the commuting demands of city residents,but also save pre-construction funds and reduce the economic pressure brought by the construction of rail transit.It's beneficial to a healthy sustainable development.In spite of the main contents,factors that influenced the rail transit network scale like city pattern,city size and fiscal capacity were analyzed.A method to calculate rail transit network was as well studied,that is to respectively estimate the scale from aspects of transportation demand,coverage rate of network and construction investment.Based on the theoretical study and these three aspects,construction scale of Fuzhou city rail transportation was estimated and the results suggested that it's rational to construct a 190-kilometer-rail in Fuzhou in 2030.In the construction of rail transit,network topology had an essential effect on whether it can maximize its function.A common network pattern was analyzed with examples of urban rail transit in Beijing,London,Moscow etc.Evaluation elements of network topology were researched and the alternate network patterns in central area of Fuzhou city were analyzed.In the evaluation elements of network,there were three quantitative elements included strength in the network attraction area,transfer time and number of transfer station; Two qualitative elements were balance degree of transfer station position and balance degree of load equalization in transfer station.A comparison analysis on the network form of two-line,three-line and four-line was carried out under both quantitative and qualitative study.The results indicated that four-line pattern was the best network structure for the central area of Fuzhou city owing to its high load intensity,high attraction,and,it had advantages of convenient transfers,balance load degree of transfer stations and convenient construction.A sound optimal planning method is decisive in the construction of rail transit.There were five subsystems including network structure,operation effect,implementing difficulty,social benefit and strategy development in the evaluation elements of urban rail transit.There were another eighteen qualitative and quantitative factors after a further subdivision of the five subsystems.Weights of the eighteen factors were offered by using analytic hierarchy process,with combination of engineering practice.A method to calculate the comprehensive satisfactory degree was also provided.With the evaluation system above,the four planning schemes of urban rail transit in Fuzhou were evaluated.Since scheme D not only maintained its advantage of high passengers flow,but also improved the network structure.Besides,it is better for its nonstop transit and proportionality.Thus it was closed as the final planning scheme quantitavely.
