With the rapid development of Chinese economy, the consumption of power resources is at an alarming rate. How to manage and distribute the power resource has become a goal to the power sector.Load Control and Management Terminal can do this job.Now, there are several kinds of terminals based on single-chip and ARM7. However, the lower processing speed of single-chip and ARM7's lack of MMU, complexity of software and hardware design. Therefore, we need a Load Control and Management Terminal which is high-speed, powerful and simple designed.In this paper, the author raised a new type of terminal based on ARM9 processor and embedded Linux operating system according to the status of China, as well as the demand for distribution automation. ARM9 has a unique five-line, greatly enhance the frequency and improves the processing speed. In addition with the ARM9 memory management unit MMU, which we do not need to use additional storage management chip to manage the storage devices, and it also simplifies the design of software and hardware. In the system, each functional module exists as process. Linux operating system manages all the process and the allocation of resources so that the various functional modules can run smoothly. In addition, with the widely use of terminal, terminal upgrade program has become an important part. To solve the slow upgrade speed and poor security of existing programs, the paper also proposed a new upgrade program: by using of the convenient file operation of WIDOWS / LINUX environment to package all upgrade modules, and to upgrade a number of terminals through GPRS remote operation.Facts have proved that it increased the processing capability and simplifyied the design of hardware and software greatly by using of ARM9 processor. The Linux operating system makes several functional modules or even more can run at the same time. Remote upgrade program greatly improve the efficiency and protecte the real-time upgrade for terminal.
