A Study On The Planning Countermeasures Of The Inner Decaying Village In The New Rural Construction

With the advent of the urbanization accelerating period, the society economy of the rural areas has made a huge change, and the traditional villages based on purely agricultural production are no longer adapt to the needs of the productive forces developments, and these villages will have to face many new problems. In recent years, accompanying the transfer of large number of rural labors and the development of non-agricultural economic, in vast rural areas, a phenomenon called "inner decaying village" emerged, which mainly behaves that the center decays and the periphery rises. The "inner decaying village" not only wastes the glebe resources, but also cumbers the development of rural economy and society. So, according to different types of the inner decaying villages, in the process of village planning, how to solve the continuable development problems of lands/ resources/ environments/ establishments and constructions has become to be an important part in village planning.In this paper, first, a research on theory itself is discussed; and then, making Huangpi District of Wuhan City and Shiyan village Luohansi street Huangpi District of Wuhan City as cases, by using questionnaire, a practical renovation measure is proposed according to overall decline/center-based fall/seasonal/fracture four different types of the inner decaying villages, which is based on the combination of the actuality and theoretic research,and then analyzes village relocation and combination / in-situ remediation / whole new built/ transition remediation four types of remediation mode. The paper mainly focus on the solving method of the Inner Decaying problems, which is expected to have a guidance and reference function for the village renovation under the new village constructing backgrounds.The full paper mainly includes six parts:The first part discusses the background, significance, methods, content and objectives of the research.The second part, by neatening literature documentation, analyzes the concepts, characteristics and behavior modalities of the "inner decaying village ", and the " inner decaying village" theoretical framework is emphasized.The third part, making the Huangpi District of Wuhan City as an example, is based on the practical investigation and point out the causes and actuality of the "inner decaying village".Part IV presents overall decline/center-based fall/seasonal/fracture four different types of the inner decaying villages and village relocation and combination / in-situ remediation / whole new built/ transition remediation four remediation modes for "inner decaying village", analyzes the principle remediation/ countermeasures/ elements of remediation and countermeasures of relevant policies. Part V analyzes respectively by using practical cases.The last part reemphasizes the instancy and necessity of solving the "inner decaying village" problem.
