Research On Problems And Countermeasures Of “Village To Village Bus” Policy Implementation In County A Of Guangdong Province

Traffic has a strong leading role.The quality of rural transportation services is not only related to the travel of the rural masses,but also has a certain role in promoting the modernization of agriculture and rural areas and the increase of farmers' income.China's rural population accounts for a large proportion of the total population,the rural passenger transport situation is directly related to the equalization of urban and rural public services,and is related to the process of urban-rural integration and new urbanization.The 19 th National Congress of the Communist Party of China put forward the strategy of rural revitalization,but the imperfect rural road infrastructure,poor rural passenger traffic conditions,and insufficient coverage of rural passenger transportation restrict the development of China's rural areas.Therefore,it is of very positive significance to do a good job in the research on the development of “village to village bus”.At present,most domestic scholars take urban transportation and regional transportation as the main research objects.Most of the concerns about rural transportation are concentrated on villages and villages,rural road construction and maintenance,etc.There are not many theories and articles on “village to village bus” policy.At present,Guangdong Province is one of the seven provinces with the highest proportion of administrative villages without Rural passenger transport in China.Guangdong Province has Proposed the goal of achieving“village to village bus” in 2020.Therefore,the study of the policy of “village to village bus”is typical,and it also has a positive effect on the continuous improvement of the rural passenger transport development mechanism,and has a certain reference role in realizing the integration of urban and rural passenger transport.This paper analyzes the problems of insufficient resources,low public satisfaction,inadequate supervision,and deviations in policy implementation in the implementation of the "village to village bus" policy in A county,and points out the reasons for the problems in the implementation of the "village to village bus" policy in county A.Insufficient attention to ideas,insufficient understanding of concepts;imperfect systems;imperfect policy support;imperfect evaluation mechanism,etc.Finally,applying relevant theories of public management to put forward policy recommendations in a targeted manner,speeding up the development of “village to village bus” in County A needs to increase the degree of ideological attention and innovate ideas;improve relevant systems and mechanisms;and improve the “village to village bus” policy support;Improve the performance assessment of "village to village bus".
