With the rapid development of the domestic economy,China has become the second oil consumer and the third oil-importing country in the world.The growing demand for oil lead to the increasing number of ships,meanwhile,the navigation conditions and preventive measures drop behind,so the marine pollution problems caused by the ship oil spilling are becoming more and more.This paper chooses the oil spilling risk of ships on Sea as the research object,and the concept of risk management will be introduced to prevent oil spill pollution,and analyze the factors that may lead to oil spill accidents on Sea area by using the method of fuzzy mathematics.Secondly,it calculates the factors' weighing by using analytical hierarchy process, and calculates the subjective evaluation by using expert survey checklists.Then, establishes mathematic model of multi-progression,And takes Qingdao Sea area in summer for example,to introduce how to use the model,and work out the evaluation of the result which is good,and it means that there is a smaller risk.Finally the author provides some advices for ship oil spill risk management of the sea area in Qingdao.
