Research And Realization Of Safety Management Expert System For The Dangerous Goods

In recent years,with the rapid development of the global economy,the traffic volume of dangerous goods has been increasing constantly.The amount of dangerous goods shipping has already accounted for half of the total.The incidents brought by the massive transportation of dangerous goods by ship are increasing,which has a direct impact on people's lives and property.In order to improve the security of the transportation and to promote the unrestricted free transportation of dangerous goods by ship,"IMDG Code(International Maritime Dangerous Goods Code)" is developed by IMO(International Maritime Organization).The contents including United Nations number,name of dangerous goods etc,are listed in the valid present edition(Amde33-6) of the Code using of "Dangerous Goods List".In 1996,"Rules for the transportation of dangerous goods by waterway-part1:the rules for the transportation of packaging of dangerous goods" was issued and implemented by our country.The contents including the national standard serial number,name(popular name inclusive) of dangerous goods etc,are listed in the rules using of "detailed statement of dangerous goods"."Globally Harmonized System of Classification and Labeling of Chemicals"(Purple Cover Book) is also required to be implemented since January 1,2008 by the United Nations.However,the use of trouble has been brought by too many rules and differences among them.Through "Not Otherwise Specified"(N.O.S),"Dangerous Goods List" can not provide a detailed attention to the nature of dangerous goods and transport matters. So it is extremely inconvenient to use these rules.Safety management expert database for dangerous goods was set up,basing on the comprehensive analysis and study on the relevant rules of the transport and the technical instructions of dangerous goods,as well as the experience of the experts at dangerous goods of the ports and MSA.The Web program of "safety management expert system for dangerous goods" was researched and developed,using JSP/Servlet technology and combining with M/V/C (Model/View/Controller) mode solution.The system has good scalability and maintainability,realizing a good separation between showing layer and logic layer.
