Rational allocation of water resources is the main means of solves shortage of water resources, keep balance of supply and demand and protect water environment. Research the rational allocation of water resource is important to alleviate problem of water resources supply and demand, promote economic sustainable development and improve environmental quality.The thesis is based on sustainable development theory about rational allocation of water resources, choose the MianDu River basin as a research object; expatiate the four aspects, water supply, water demand, water saving and water protecting; analyze water resources supply and demand; establish an allocation of water resources management model. The main research contents of the thesis are:⑴Study and summarize the conceptions, characteristics, principles and decision-making mechanisms of the allocation of water resources. Choose the sustainable development theory about rational allocation of water resources as the theoretical basis of the allocation of water resources in MianDu river basin;⑵Forecast water demand in MianDu river basin at planning years, include domestic water, water for production and eco-environmental water consumption;⑶Forecast water supply by water supply projects at planning years;⑷Analysis of water-saving potential by compare water quota at various industries in MianDu river basin;⑸Establish an allocation of water resources management model by apply MIKE BASIN model.
