In the word today, water shortage has become a global problem. By comparing the conditions of water recourses in Xuzhou with those in other places both at home and abroad, and analyzing the present situations and problems in the process of developing and utilizing of water resources in Xuzhou city, this paper, with large numbers of statistical data and facts , proves that Xuzhou is one of cities with the severest water shortage in the whole country in terms of the total amount as well as the development and utilization of water. This paper also discusses that with the insufficiency of water resources, the over exploitation of underground water, serious pollution of the surface water and the increasing use of water, both tapping new sources of water supply and reducing water consumption is one of important solutions to the contradiction of water supply and demand. Based on the forecast of future use of water and analysis of Xuzhou's overall water supply capacity, water balance between supply and demand and civil water saving potentials, this paper puts forward the future water saving targets and also suggests some technical measures to solve the problems of city water shortage in terms of water saving, new water source despoliation, and reducing water pollution.
