Study On Security Control Of Dispatching And Commanding In Jinan Railway Bureau

The control function ensures that each activity is carried out as planned. The management control, in correspondence, is a process in which each activity is monitored to guarantee its smooth progress and ensure that all deviations are corrected.Train-dispatching and commanding is a job that requires dealing with emergencies at any time in a planned procedure. Train-dispatching and commanding is a process, during which the passengers or the goods are assigned to the railway and sent to the destination in time, which brings about profits for the Railway Bureau. Train dispatchers are faced with emergencies in the transportation system at any time during the daily dispatching and commanding, and are required to make the most appropriate decision in the shortest time. An incorrect judgement or instrution will result into small or big safety responsibility accidents. Therefore the train-dispatchers have a great responsibility for security. For this reason, it is of great importance to train the train-dispatchers to control risks in their work and ensure the safety of the transportation and the validity of the plans made for achieving the profit tasks. This text is to combine the Controlling Theory in the Principles of Management with the daily dispatching and commanding activities effectively via the study of the Controlling Theory, by which this text is aimed to explore a security-controlling system that can be applied to the Jinan Railway Bureau Controlling Department. This system should cover the aspects where it is easy to give birth to security problems, including the construction and organization, traveling crane organization, transport organization of the key trains, and prevention of the locomotive trainmen overworking to ensure the trains operate regularly. And all of this is aimed to provide the train dispatchers and commanders with theoretic support on secure controlling in their daily dispatching and commanding work. Dispatching and commanding is a process of controlling the risks, ensuring the safety and organizing production, in which security shall always be placed in the first place. No safety, no benefits. As is always emphasized in the dispatching system, 'Production makes profit, but safety is the primary concern.' This text is aimed to identify the key points on safety via the study of the dispatching and commanding procedures to control, along with the feedforward control, earlier control, feedback control in the management controlling theory, at the same time to turn the dispatching and commanding into closed-loop control according to these several steps including fixing the controlling standard, evaluating the activities' effects, setting up correcting measures, also to build up a set of hierarchical safety control system according to the related principles. All this can enable the train-dispatchers to understand more clearly the key points on security during their tasks or during the period they are on duty under the direction of the theory, to choose the appropriate control types, make the appropriate arrangements and control the key points according to the nature of the matters, to seek collaboration with related types of work and to direct personnel of the station to ensure the transportation and production proceed safely and smoothly ,and avoid similar tragedy like the accident on "4.28 " .
