Defining a group of feasible black-start schemes is an effective method to restore power system quickly after black-out. Because the different black-start schemes have different influences on the following network-reconfiguration process, in assessment of the black-start schemes, the influences of the schemes on the following network-reconfiguration should be considered. Therefore, it should be introduced as an index of the black-start scheme assessment, in addition to the technical verifying indexes. In this thesis, the efficiencies of power system reconfiguration with different black-start schemes are investigated. A network-reconfiguration efficiency index to consider generation capacities and outage costs of the important loads is proposed as the target of the reconfiguration optimization. The Dijkstra algorithm and the cross PSO algorithm are employed to optimizes unit generation output and the load restoration in the network-reconfiguration process. The numerical results on the IEEE 30 bus system and the southern power network of Hebei province verify the effectiveness of the proposed method.
