With the fast development of the railway system in China, the ministry of railways has put forward the strategy to develop Chinese Train Control System (CTCS), based on the nation's condition. CTCS-3 is able to meet the movement demand for the speed up to 350km/h and the minimum 3 minutes' tracing interval. And it will certainly be the main trend for the development of Chinese Railway, especially for the development of the dedicated passenger line. Radio Block Center (RBC) is the computer control system based on the security of signal fault, and it is the key ground equipment of CTCS-3. According to the information of track circuit and chain approach, RBC will generate movement authority, and through GSM-R wireless communication network, it will also transmit the information of movement authority, line parameters, and temporary speed limit to CTCS-3's onboard equipment, with the aim to guarantee the high-speed and safe traveling of the trains in its jurisdiction. Based on the information of movement authority, line parameters, and temporary speed limit provided by the ground equipment, onboard security computer will generate the dynamic speed curves in accordance with the distance-to-go non-stop speed control mode to monitor the safe traveling of the train. At the same time, the onboard system will transmit the information of the train's location and the train's data through GSM-R wireless communication system. Radio Block Unit (RBU) is the core unit of RBC system, and it includes network system, hardware platform, operation system, applied software, inner database, etc. In the system of RBC, RBU plays the function of the management of trains' interval, the generating of movement authority, the stock and use of data, and so on, and RBU is no doubt the nerve center of RBC. The liability, security, and the ability to deal with problems will directly determine the entire performance of RBC system. Therefore, the study and the development of RBU with the independent intellectual property rights will be of profound significance for the development of the dedicated passenger line and the improvement of the domestic train control equipment.This thesis firstly introduces the techniques of CTCS-3's train control system, GSM-R techniques, and the professional demands and service quality requirements for GSM-R network. It analyzes RBC's role and position in CTCS-3, and also explores the function and the structure of RBC and its intercommunication of the information with other systems. It designs the interface between RBC and the interlocking equipment, the interface with CTC, the interface with the temporary speed limit operation server, the interface with GSM-R network, and the interface with the microcomputer monitoring. And, the thesis also specifically describes the important settings related to RBC. Based on the research on the function and structure of RBC, the thesis puts emphasis on the study and design of RBU. By analyzing the transmission of the information packet between the train and the rail, and the license of the interlocking approach, the thesis proposes the generating principles of RBU movement authority, and especially focuses on designing the concrete method for calculating RBU movement authority. And this method will play a certain role in developing and designing RBU's applied software. Meanwhile, according to the features of RBU's data, this thesis designs RBU's inner database. And in the end, based on MATLAB language, the thesis has carried out the simulating calculation on movement authority, and the result turns out that the movement information provided by RBU to the train, such as the target distance and the target speed, is able to increase the speed of the train and shorten the distance between the two trains efficiently. In the end, the thesis makes a brief conclusion of work done.
