| Born in the mid 60's in 20 centuries, GIS(Geographic Information System) technology has formed of a newly arisen technology along with the computer technology, and has become a kind of mainly information industry, and been utilized unceasingly in each professional fields along with the information technology. Particularly with computer technology's development with unprecedented the speed and application depth of GIS continuously thorough with wide degree of extension, in gengeral GIS trends to OpenGIS, the WebGIS, Virtual Reality, Integration, Multiphase space, Component GIS etc. At the same time WebGIS, the Component GIS based on COM, discussions of the integration of GIS, GPS, RS also is brought up. Especially on the bases of fusion integration of WebGIS technology, GPS technology and data communication technology, to manage and follow moving target's position on the ground is the space time limited efficacy. And the usage of vehicle management, will make the conventional artificial monitoring-orientatio alignment more scientific, more reasonable and more intelligence.This paper's goal is to built vehicle management platform based upon WEBGIS technology , GPS technology, data communication technology and component technology according to vehicle management characteristics. The paper firstly elaborated application and development of GPS in the vehicle at present, and analysis currently the key technology in this realm and development's condition, and discussed about research's meaning of developing vehicle management system based on WEBGIS. Secondly carried on designing in the total structure, function module...etc. to the system, and applied SUN JAVA language to develop the main module function of the system. At last the paper realized deliver, processing, saving, displaying of GPS data, and basic operation function of electronics map, the message randomly send and receive function, infrared ray supervision function, report's statistics function and system's help function, etc.
