Intelligent Transportation Systems (ITS) is the best way to solve traffic congestion problems , because of its less investment and quick feature. ITS makes the services and management of transportation intelligent, so that the traffic is running at its best way to solve the traffic congestion problem ,and also it improves road network capacity and the mobility,security and efficiency of the traffic system. Microscopic traffic simulation makes the operation of individual vehicles as its research objects. It can simulate the human-vehicle-road interaction, reproduce the real state of traffic flow and describe the implementation process of various traffic control strategies . It' s an effective means of testing, optimization and performance evaluation for ITS program. So it causes widespread concern both at home and abroad.In this paper, at first, current situation of traffic flow microscopic-simulation of domestic and international is studied . Then a system framework is designed after analyzing the requirement of traffic flow microscopic-simulation systematically. The car-following model combined the stimulus-response principle, safe-distance and PARIMICS car-following model is presented. In addition, by using the idea of inter-sub-district of AIMSUN2 and HUTSIM benefit analysis of lane-changing model, a lane-changing model is establishes and the other models including the Car-Creating, free moving and road intersection signal control model based on Route Control is designed. System Software design and the realization is done after the design of theoretical mode. Software design includes the genial design flow chart, types of data and rules of car running . The system is realized using C++ language in Microsoft Studio Visual C++6.0 environment. It can configure the proportion of vehicle type, driver type that will enter the road network and the distribution of traffic flow and can reset signal distribution. It is important that the system can set the time interval of statistics on traffic flow parameters and through the simulation some road traffic flow parameters can be outputed, such as traffic flow, average velocity and traffic flow density. Finally, some impact factors on microscopic traffic flow simulation are analyzed. Analysis result shows that the traffic on road is affected by the information of car and traffic flow that enter the road network to a large extent.
