Information on the current construction of water conservancy is still in the initial stage of development, infrastructure can not support the overall requirements of professional applications. Existing information collecting system is still imperfect, the overall level of the application of information technology is not high. Water resources as an important resource of the people's livelihood, the strict management of water resources is an important social sustainable development measures, it is also in the building subject of a conservation-minded society and the scientific development concept.This paper reviews the status of domestic water resources construction information, learns from the advanced experience both at home and abroad, take Guang Yuan City for example, from the reality of monitoring the water resources management, explore a GIS-based water resources management system.The constraction of Water resources management system is based on the full use of the national water information infrastructure,relies on national e-government networks, the backbone network such as the State Flood Control and Drought Relief Command System, focusing on water resources for water supply, water from households, the impact of the major functional areas of water quality of rivers, the main outfall into the river, major rivers to control inter-city cross-section of the border-line monitoring of water quality, and build the appropriate transmission and storage of information collection, sharing, service facilities and mechanisms, strengthen the capacity of information processing, construction, water resources management in business applications, to initial exchange the information of water resources and sharing,offer the provisions of modern water resources management means.The thesis firstly put forward the design of water resources management system, then the specific manner of its monitoring, transmission, and station-based data model. In terms of software design and gives full play to the GIS platform at the space management advantage, and cross-platform features, makes use of SCACA systems and equipment in the data management and maturity experiences of monitor, combines with the length of the two and proposes the design of technical solutions of water management system in Sichuan Province.
