With the development of civil economy, the demand of electric power is growing year after year, and the request of supply reliability is also growing increasingly. Construction of 10kV MV distribution network is relative to the supply quality and reliability of terminal consumers directly. So it is with significant influence.This paper puts forwards the evaluation system and construction strategy of 10kV MV distribution network based on Power Management System (PMS) of Shanghai Municipal Electric Power Company (SMEPC). Supply radius, linkage, subsection and transferring ability for power load and other indices of 10kV distribution network are evaluated based on the evaluation system. On the basis of this, optimization of the network can be carried out according to the evaluation results of the system. The paper also proposes a comprehensive hierarchy for the connection modes of MV distribution network. The hierarchy is based on fuzzy evaluation. Functions of fuzzy membership for evaluation indices, calculation method and the settings of weighing coefficients are expatiated in the paper. An actual example is also given to validate the effectiveness of the proposed method. Moreover, the supply district is separated into industrial, agricultural, residential & commercial, compositive and touring district according to the characters of power supply in this paper. The planning and construction of such districts are analyzed in detail and the connection modes are also compared based on the specialties of each district.Furthermore, the optimization strategy of the distribution network for Cao Hejing Developing Zone is adopted as an actual case. The disadvantages of supply mode and network configuration are analyzed roundly. On the basis of this, the optimization measures for the current network and the planning results of the future network are proposed. In the end of the paper, a management system based on project library is summarized. Through this system, the conditions for setting up the projects can be standardized. This can make for the restoring, selection and post-evaluation of each project and can promote the benefits of the investment and advance the reliability of the distribution network.
