Centralized monitoring and control system is suitable for small and low-voltage substation automation systems. If there is high-voltage electrical equipments in the substation the automation systems are stratified Distributed Control System.In this paper, the studying electrical monitoring and control system are from a foreign chemical enterprises. The project has two substations, in order to achieve the telemetry and remote monitoring system of functional components layer distributed architecture design.
