Traffic jam is a problem which many big cities are confronted with at present. The traffic accident and circumstance pollution that traffic jam conduces are increasing. This has been a bottle-neck problem for further development of the national economy, and affects the function exertion and the sustainable development of cities. According to the experience of foreign countries, Park & Ride (P&R) and Congested road-use pricing are both effective methods to relieve the traffic pressure in the centre district. They enable the persons who go out by their private car to at the border of the city and transfer to the public transport with high capacity. Thus they can reduce the car quantity entering the center, relieve the road jam, increase the traffic efficiency and make the traffic system improved.In view of the research on P&R and Congested road-use pricing is separately, that many international metropolis, in the fact, are not only the establishment of P&R and the implementation of Congested road-use pricing, some major domestic cities also simultaneously consider to implement both of the two transportation demand management strategy. The combination of these two strategies is beneficial to solve two key problems, that the construction and maintenance is difficult to raise funds and the use of road congestion charges are not publicly supported.This paper researched on the combination of P&R with Congested road-use pricing, proposed to set up P&R near the Congested road-use pricing station, the amount of revenue received from Congested road-use pricing for the system construction and maintenance of P&R, and further study of the layout and result of P&R in international metropolis, combined with the traffic and urban layout features, established the key technologies and planning strategies of P&R and Congested road-use pricing in domestic cities. At the same time, analyzed on the synthesis tariff strategy under the condition of combined P&R layout with Congested road-use pricing, established a bi-level programming Model, designed the corresponding algorithm, and an example for calculation and analysis.At last, this paper summarizes practical experiences and lessons of many cities and from them puts forward a few of advices that our country's road pricing system should follow.
