Study On The Cost Model Of Operation And Management Of Govemment Pay-loan Expressway In ShanDong Province

Expressway operating cost management is an important part of expressway operation and management. A reasonable expressway operation and management cost standard is very important for expressway operation and maintainence. At present,there is no uniform standard about operation and management cost of government pay-loan expressway in our country. Different regions have different operation and management cost standards based on experience.They are arbitrary, lack of theoretical basis and difficult to adjust to the operation and management's demand of government pay-loan expressway.Therefore,establishing a reasonable expressway operation and management cost indicator system and model is significant for operation and management of government pay-loan expressway.In this paper, we have done a series of studies on operation and management cost of government pay-loan expressway in Shandong Province by investigating the basic information about the expressway operation and management. Through a comprehensive study about operation and management institutions of government pay-loan expressway in Shandong Province ,we have a clear mechanism on the operation and management cost.Analysis the date and comply with the financial system and financial indicators of the calssification criteria,put forward a scientific and rational operation and management cost index system of government pay-loan expressway in Shandong Province.Analysis of process data by regression analysis ,taking into account road conditions,traffic volume changes and so on,construction operation and management cost model of government pay-loan expressway in Shandong Province with Matlab software.Combination of three year cost of the actual situation and consult expert advice, Verfication model for cost model of operation and management cost model.Put foeward reasonable proposals to operation and management and the cost standard.
