The dissertation firstly summaries the characteristics of flood disaster, the history of flood control and disaster relief in china, as well as the fundamentality of non-structural measures. Then it deeply analyzes main existent issues and their urgency to be resolved of system design of decision-making and others related to flood control form the points of the requirement of flood control and disaster relief, the research and development of flood control system etc. Finally it educes the development trend of research and application on real-time flood control river basin. The main contents including research results are as the following:(1) First of all, to the limitations of rountine flood control, based on Hunhe River Basin, this article sets up an optimized operation model based on the Particle Swarm Optimization(PSO). This optimized model is based on the maximal flood peak reduction criterion, and aimed at the least flow reservoir, taking into account the downstream flow station portfolio minimum. In order to increase the convergence speed, a stochastic generated method under equation about balance of water volume conditions is utilize to generate the initial particle swarm, and penalty function is used to deal with the boundary conditions and other inequality constraints. Comparing to the traditional dynamic programming algorithm, the example application resluts show that the calculation speed of PSO is faster and optimal operation resluts are satisfactory and it provides better effective way to optimize operation of flood control river basin.(2) Secondly, it is analyzed the multi-objective and fuzzy of the flood control decision and the fall short of the traditional formula which is relatively standardized. The new relatively standardized formulae based on the effective coefficient is adopted. At the same time, it is improved the dual entropy law and compatative law to weight comprehensively combining the objective attributes of goals and subjective preferences of objective decision-makers, and established a flood control decision-making of model multi-level fuzzy optimization, and applied it to Dahuofang Reservoir for the flood control decision-making, and achieved satisfactory results.(3) Thirdly, based on summarizing the current progress and remained problems in basin-wide flood control decision-making system in China, This paper developed a new flood control system with B/S+C/S mixed mode.
